Medical permanent makeup (eyebrows, lips, eyeliner) at Ueno Clinic, Nagano

What is medical permanent makeup?

Permanent makeup is a procedure in which safe pigments are placed about 0.02–0.03 mm into the surface layer of the skin with an ultra-fine needle. In Japan, it is legally classified as a medical procedure that may only be performed at licensed medical institutions — not at beauty salons. The color stays for years (with individual variation) and gradually softens over time. Because it does not wash off, your brows, lips and eyeline stay in place through sweat, swimming, hot springs and everyday life.

Our menu

Eyebrows — soft, natural powder finish

Using the machine-powder technique, pigment is placed as countless tiny dots to build a misty, gradient brow that looks natural even with no makeup on. The design is matched to your bone structure and the movement of your facial muscles, following golden-ratio proportions.

Lips — color and brightness

A popular option for dull or pale-looking lips. We design a natural, tint-like color that brightens your whole face — no more reapplying lipstick after meals or leaving marks on cups.

Eyeliner — subtle, smudge-free definition

Pigment is placed along the lash line so your eyes look defined even bare-faced, with no smudged “panda eyes” by evening. (We do not tattoo the inner waterline or extended “wing” designs, for safety reasons.)

Results and the number of sessions needed vary from person to person.

Yoko Tokunaga, Permanent Makeup Nurse

I provide medical permanent makeup tailored to each person’s features and wishes.

What I value most is permanent makeup you will not regret — a design that suits you years from now, rather than one that follows a passing trend. I consider your bone structure, your expressions, how your own brow hair grows, and how your face will change with age, so that the result still works for you in the future.

Having worked on a surgical ward, I also care for people whose eyebrows have thinned because of illness or chemotherapy. Permanent makeup is not only cosmetic: it can ease the burden of a change in appearance and help you go through each day feeling like yourself.

I regularly travel outside the prefecture for technical training and seminars to keep improving my skills.

Why have it done at a medical clinic?

  • Legal and hygienic — in Japan, PMU is a medical procedure. We follow strict, doctor-supervised infection control.
  • Less pain — medical-grade numbing cream is used to keep discomfort low.
  • A doctor is on site — if any skin trouble occurs, it can be examined and treated at the clinic.
  • English support — an English-speaking doctor joins your counseling, and you can email us in English any time.

Treatment flow

  1. Counseling — with the artist and an English-speaking doctor. We check your medical history and discuss the look you want.
  2. Design and final check — the design is drawn on and adjusted until you are fully satisfied. Please tell us every request at this stage; the design cannot be changed after the procedure.
  3. Numbing cream — applied to the area to reduce pain.
  4. Procedure — pigment is placed with a sterile, ultra-fine needle.
  5. Aftercare — we explain how to care for the area while it heals. Following the aftercare instructions is important for good color retention.

Healing and how long it lasts

The treated area scabs over in about 3–5 days, and the scabs flake off naturally within about a week (lips can take a little longer). The color looks dark at first and softens as the skin heals. A complete result usually takes 2 sessions (up to 4 in some cases). The color then fades gradually over the years, and can be refreshed with a touch-up session. Please note that permanent makeup cannot be fully returned to the original state once placed.

Risks and who may not be eligible

  • We cannot treat patients with: heart disease, severe diabetes, allergy to local anesthetics, pregnancy, keloid-prone skin, a skin condition at the treatment site, or an active cold sore (for lip PMU).
  • Possible side effects include temporary redness, swelling, scabbing and, rarely, infection or allergic reaction to pigments.
  • If you have existing PMU from another clinic, color may not layer or retain as expected, and in some cases we may have to decline treatment after examination.
  • Removal is difficult: it requires multiple laser sessions and the pigment may not disappear completely.
  • MRI: the pigments contain only trace amounts of minerals and MRI scans are generally possible, but always tell the radiology staff that you have permanent makeup.

FAQ

Do I need to speak Japanese?

No. An English-speaking doctor joins your counseling session, and you can contact us by email in English before and after your visit.

Does it hurt?

Medical numbing cream is applied before the procedure. Most patients describe the sensation as tolerable, though this varies from person to person.

I’m only in Nagano for a short time — can I finish in one visit?

One session is possible, but typically only 30–40% of the color remains after the first session heals. For a complete result we recommend planning a second session within 4 months. If you live in Japan or visit Nagano regularly, the 2-session set is the best option.

Can you work over permanent makeup I had done abroad?

Often yes, but it depends on the existing pigment and technique, so we decide after examining the area at counseling. An additional ¥5,000 applies to the first session.

FAQ

How many sessions will I need?

Most clients need 2 sessions to complete the look, about 4 weeks apart (we recommend the 2-session set). The first session retains only part of the pigment, so a second session is normally required. Some clients add a third or fourth session.

Does it hurt? Is numbing included?

A topical numbing cream is applied before the procedure, and its cost is included in the price together with the consultation fee and aftercare moisturizer.

How long is the downtime?

The color looks darker for the first few days and light scabbing can occur. Lips tend to have a longer downtime than eyebrows or eyeliner, so plan your schedule accordingly.

Can I have an MRI scan after permanent makeup?

In most cases yes, but always tell the radiology staff that you have permanent makeup before the scan. Burns are very rare, though the risk is not zero.

How do I book?

Counseling comes first and is free of charge. Book via LINE or by phone at +81-26-235-3514. An allergy patch test (¥5,500) is available if you are concerned about pigment allergy.
